That is an incredible return on his initial investment.

Imagine Monty Bennet spent that 200 grand or so on magical crack that transformed the people who smoked it into life-size gold statues of themselves. Then he sells those.

The loophole was the number of employees at each location -- so a chain of small outlets that are each the same size as competing small businesses could qualify, even though the total organization is massive.

You can see it both ways. If you're running a hotel chain, a disease that makes people stop traveling is devastating. Your 5000 hotels with 20 employees each are just as devastated as 5000 independent hotels with 20 employees each.
This particular guy looks skeevy with his previous financial dealings and his donations to Trump, but the fault is with the people who wrote the law and the Republicans pushing to just add more money to that law instead of fixing it.
Interpreting the wording of any law, testimony, or evidence seems to be a slippery slope these days. Interpretation of the words and enforcement of that interpretation is based more upon power/influence, than actual intent or provable events.

According to The Independent, he declared debt of $315 million to ten different lenders (2017).
Wall Street Journal (also 2017) adds more debt: his companies are almost $1.8 billion in debt to more than 150 institutions.
