Science is generally conducted in a similar way with Claim being replaced by Hypothesis, Evidence being replaced by Experimentation and Observation, and Reasoning largely the same just maybe being more rigorous and quantifiable.

@WDEFAustenOnek in fact federal law requires an emergency declaration by the governor and a request for aid. Both of which can be anticipatory. POTUS cannot send FEMA, national guard, etc without the state's say so.

And while one can dream, believe me when I say that this is the trickiest amendment for which to define limitations. The biggest problem with this proposal though is something called prior restraint.
