That looks very much like the test pattern that would display on your TV screen when the station shut down for the night. Usually at midnight they would play the national anthem, and then you'd get a test pattern til the morning.
This was back in the olden days when things were 24/7.

No idea why they settled on that particular image, but the reason it's in the test pattern is to provide a quick way to judge the practical image quality overall.
Different test patterns had different images, or none at all.
