No idea why they settled on that particular image, but the reason it's in the test pattern is to provide a quick way to judge the practical image quality overall.
Different test patterns had different images, or none at all.

I keep my webcam pointed at this one (on paper on the wall) when not in use. I find the Chief problematic as well.
