@Coctaanatis 2020 was a presidential election and one where the lone Democrat in Jerkwater, U.S.A. had his vote count, but if you live in a super-Republican Congressional district, you may not be terribly motivated to vote in elections where your candidate has no chance of winning. Certain Republican bases (MAGAts, the elderly) will _always_ vote, even if their preferred candidates will win by landslides, so this seems pretty intelligible to me. I will look into it more.
