I'd say yes, consider it a third kind of thing. Doesn't behave like either gas or older electric burners. I find them actually quicker than either because virtually no heat is lost (gas flames send heat out to the side)

Depends on the surface above the coils. I have one unit with a thin top and so, little thermal mass, is warm to touch a minute after boiling water.

As a reformed gas stove fan, I'll vouch for induction with the caveat: cheaper induction units challenge me on lower temperatures, like for scrambling eggs, because they seem to create 'Low' by toggling power.
Better ($$$) units I've used steadily provided low heat and are fantastic.
They all work great on higher temps. Boil water? Done boss, what next.
