As a general rule, good humans, who are self-aware, reflective, honest and brave, will accept accountability when events they are involved in or initiate do not meet desires, expectations or plans.
Defective humans will always look for ways to evade accountability.
Societies can and will behave in collectively defective ways, especially when there is an opportunity to avoid personal and collective accountability. This is even more true if they have been successful at avoidance in the past.

Fact: The bill provides $30 billion to protect students and help schools, colleges and universities combat the coronavirus.
