The nonvoting third is overestimated, though.
I've done canvassing. A very high percentage of people on the voter rolls in low income neighborhoods no longer lived at the addresses we were given.
Our state doesn't do anything with the information you give about previous voter registrations. They just wait for you to miss two general elections and then purge your name.
All the renters who move every year or two get double counted.

⅓ vote Republican.
⅓ vote Democrat.
⅓ don't vote.
Of that first third, only a third are full-on MAGA supporters.
