Psyops is one of the sharpest tools in the toolbox for both good and ill. We need to employ aspects of psyops in order to undo the brainwashing that a good number of citizens have been victims of.

The nonvoting third is overestimated, though.
I've done canvassing. A very high percentage of people on the voter rolls in low income neighborhoods no longer lived at the addresses we were given.
Our state doesn't do anything with the information you give about previous voter registrations. They just wait for you to miss two general elections and then purge your name.
All the renters who move every year or two get double counted.
