My coding skills are slowly progressing. I got the underlying data to pop up when the circles are clicked. Red-filled circles are increasing, green is decreasing.
The thicker the outline the higher the percentage of the population that has had the virus since this pandemic started. The highest is 41% in a neighborhood in Bayshore.

Clearly, I'll never get good at javascript.

Maybe I'll figure out how to get this onto a public website.

I did a quick analysis on the data from this organization and here are the actual numbers for the US. Still horrible, but not at the scale you stated. Did you have a different source?

I think you are getting much closer to the problem that needs to be solved.

The gun restrictions being proposed will have some effect, but will not hit the target (pun intended).

We need to unpack the problem.
And, we need to message what is learned in an effective context.

(BTW, this is what I'm trying to do with the enormous wildfire management "problem")

Don't read me wrong - your post made me think more deeply about the issue.

I think almost all of these societal issues are nested-problems. We need to unpack them and only then start proposing solutions.

But, sometimes proposing half-baked solutions surfaces new dimensions of the underlying problem. That's progress!

Maybe the cultural solution is to teach children about the value of community. Create scenarios that teach empathy. Those kids that fail to learn empathy are put on a watch list and their parents are engaged.
Could be a little Orwellian, but there may also be a solution in there somewhere.

That would be an interesting policy:
- Document all events when a parent notified authorities about mental issues that could be a public threat.
- When a child commits a mass murder, check the list.
- If the child is convicted, automatically arrest the parent(s) that failed to notify the authorities

I hear what you are saying, but there still has to be a respect for the liberties of the individual outside of their ability to have a negative impact to society.
China is very community-focused. The individual has little place in policy development.

Solving hard problems first required defining the problem itself.
You are hitting on some of the deeper problems. But, maybe the source of the cultural issues is fostered in the domain of the family?
