2017-2019 OIG's investigation: pharmacy let White House staff pick up over-the-counter drugs from open bins, in violation of Navy medical regulations. It didn't dispose of controlled substances properly, increasing the risk of diversion. Staff provided prescriptions without verifying patients' identities, and provided prescriptions to people who were ineligible for care.

If the drug makers reject the negotiations, they would either face an excise tax of up to 95 percent of the drugs' sales, or have to pull all of their drugs from the Medicare and Medicaid markets.
