We have solved this problem.
Every mail-in ballot, is first scanned, and a data is secured in several places, (backed-up). Then machine counted under tight restrictions, if any error occurs, it is then hand counted. Random ballots are pulled from machine count, hand counted to verify machine count. All ballots are kept for 7 years.
Any voter can go online, and confirm that their vote was counted.
