I had a dog who was having this same issue... Finally, I peed in the yard while he was watching. That worked.
Of course, I had very high fences and no neighbors could see into that corner of the yard.

He won't do his business in the yard. Even first thing in the morning, he'll hold it until we walk him.That's workable for now, but not ideal for winter. š„¶
