Noise cancelling is never as effective as noise isolating anyway. Think of ear protection made for firearms use, flight crews, etc. The most important thing to the effectiveness of those things working is creating a tight seal, and I don't think you're going to get that with fur unless the headphones are painfully tight.

My dogs would never tolerate anything being put in their ears. Maybe others would.
@artemis I still don't think they'd make anywhere near as much difference as a well soundproofed room.
Any animal with a skeleton hears through bone conduction as well as their ear holes.
Put your fingers in your ears and hear your own breathing. That's how sensitive it can be. It's even used in some headphones.

@artemis What you could try is a small room (or a large closet) and the old eggbox trick (cover every surface in paper eggboxes) which used to be the way musicians would create a home studio.
It'd be a lot of work, but would give pupper space to move around.

I think it's worth a try building such a crate. Even if not 100% soundproof but perhaps some sound attenuation could alleviate anxiety a bit.
With a nice treat, some toys inside and perhaps some dog-appropriate melatonin :-)
