I suspect that they would be ineffective as dogs are likely more susceptible to the sound in their whole body. Ever been to a club and stood next to a huge subwoofer?

Why it's so difficult to have the proper technology for digs? We are going to Mars, and we cannot do a headphone for a dog?? how so?

Noise cancelling is never as effective as noise isolating anyway. Think of ear protection made for firearms use, flight crews, etc. The most important thing to the effectiveness of those things working is creating a tight seal, and I don't think you're going to get that with fur unless the headphones are painfully tight.

@artemis I still don't think they'd make anywhere near as much difference as a well soundproofed room.
Any animal with a skeleton hears through bone conduction as well as their ear holes.
Put your fingers in your ears and hear your own breathing. That's how sensitive it can be. It's even used in some headphones.
