@Jezibaba: Could well be. That tracks, given the records for all involved. The trick is how hard they want to step on states' rights, which is what Colorado and others are citing, reasonably and rationally so, as to why they should be able to, especially considering both state governments totally gave due and transparent process.
@Jezibaba I despise half-measures, half-courage. They indicate to me that a person knows what the right thing to do is, but is too cowardly to do it, or to sleazy to finish the job.

So what took DC Cir so long? They opted, probably from the start, to make it per curiam - basically one voice. That gives it even added force .And that might have required extensive compromising negotiation to get it just right.
