It wasn't until 1980 that the concept of a government shutdown was invented out of whole cloth, by reinterpreting an 1884 Act of Congress which had *never* been interpreted as requiring the government to shut down before. And it wasn't even the Supreme Court deciding that; it was just a DOJ opinion. These recurring messes aren't based on anything more solid.
In theory, the President could just say "Nah, we're still cutting checks, take us to court if you have a problem with it."

Not certain I am following the logic here.
I am convinced Republicans are Communists. Nixon opened up trade with China, enriching, empowering China, while fighting in Vietnam, because Communism was too evil to allow it to spread. OK, if not Communists, at least oxymorons.
