Heterotrophic bacteria is common in drinking water and it's not harmful BUT when you have too much of it, it can lead to outbreaks of other kinds of BAD bacteria. And if you introduce it into a system like your gut ... and if you already have issues with bacterial over or undergrowth in your gut, you can end up with gastrointestinal problems ...
So our tap water has TONS of heterotrophic bacteria in it, enough that I can smell it especially at active temps (warmer temps) ...

@LegalCAT I think I would probably prefer a professional to come and test it. Then I would have something more definitive to take to the landlord if need be.

Whether this is the normal and "acceptable" amount of bacteria in tap water I don't know. I would need to have it tested by a professional to see. If this is normal for suburban tap water, EVEN WITH a REVERSE OSMOSIS system ... I think that is incredibly scary.
Fishtanks should not SMELL bad. If they do, you have a problem. My tap water smells like my fishtank ... which means there is probably a problem.
