I'm sorry to even suggest this, but given the report button's new prominence, you may need to make a small UX change. Most folks are used to the dismiss button being in the "header" of the window so you might need to move the "x" to prevent folks from misreporting when they fat finger a click.

Alternatively, you could put a "cancel button" next to the "Submit."
