it's a violation of thecurriculum requirements mandated by the State School Board, and as such, does not meet requirement for FUNDING--state OR federal.
If you want to hit (any) ignorant bureaucracy where it gets attention, go for their money. I've done it with schools, doctor's, insurance...and been successful every time.
