Prediction: They move some HiMARS to Kupiansk quickly and target the railroad supplying the eastern front.
There is probably a bridge at the Russian boarder that would be within range. I assume that targeting a bridge is wiser because of the extra time it takes to rebuild it.

I don't think there's much extraordinary about the tactics. I suppose the strategy was more broad: Get them to pull resources from the NE Front by threatening the Southern Front.
They were weakened in the NE.
Ukraine merely concentrated and went in hot where they could get to Kupiansk fastest.
