Look at it this way - a van in that situation, so close to the venue, is inherently suspicious. They have to check it out. I'm sure they run the plates and then check to see if the owner is likely to be a security risk, if they're on any of the known problem lists.
And it would make sense to mark it once that's done to avoid duplication of effort.

Vans are always more suspicious in a situation like that and get a closer look because you can't get see well inside thru the windows and they have been used in terrorist actions because of that.
I have limousine film on back windows plus black out drapes for sleeping. No side windows. Black out drapes behind driver/passenger seats for temp control, privacy, sleeping.
Perhaps even more suspicious.

Also I imagine they're even more cautious since Trump's adventure in Pennsylvania.
