Fuentes is just an agent of people who, for various reasons, want Wiles and LaCivita out.
I do not know who those people are precisely, but presumably they include those who see those two as obstacles to their own power and advancement.
The fact is that Wiles and LaCivita are experienced campaign managers doing as good a job with the material they're given as they can, but the material is sh*tty, and TFG ignores their advice.
