I'm looking for a tool to splice of one picture in to like 20 pictures. so far the only tool I know that can do this is photoshop. My question is do any of you know of an alternative tool?

Affinity Photo. It’s $70 and not a subscription.
I use it for everything because Photoshop is too damn expensive (and GIMP is not fun to use).
@Bacon It also does vector as well.
