I agree with @XSGeek we hear too much. I actively focus on what I can affect, tends to be plenty to keep me busy.
As for water-preserving irrigation methods, have some 1st hand, large scale (states-wide) experience -- it's happening more and more and includes better (regenerative) practices. Tech helps but is equally economics. Dairy, meat consumption and ag subsidies are problematic. Tell your congress critters: Resistbot or similar makes it easy.
