I realise that you’d only pass such a law if you were dead sure that you own the courts.
All such cases are expected to be tried in a court of law, and depending on who pulls the strings the verdicts will assign whom to jail and whom to set free.
I can’t see this leading anywhere but to a rift in society and a knives out, all out massacre among russkies eager to avenge grievances or gain an advantage over their rivals.

More on this: the vague language of the law allows for all kinds of abuses by whoever has a higher hierarchical standing not only within the military, but also among public figures.
For instance, it legalises murdering anyone accused of “engaging in harmful activities directed at the Russian statehood”, and that includes critical statements about the war, the president, the army, the living conditions, the performance of party officials — anything, really.
