I had to look it up, I don’t think Puerto Rico and The Virgin Islands and a couple others, Guam? Actually hold electoral votes. And if that’s so it’s nice that they let them participate like this

and then question, y’all, some of these folks are saying all the votes, but what does that mean for the RNC? What did their people say, none of the vote? How is it “all of the votes”?

These are Democratic National Committee delegate votes, not related to electoral college which in general are linked to actual election votes. This is to get on that official ballot and qualify for party campaign money.
