This may sound dumb, but it isn’t.
Government is not supposed to be efficient. It’s supposed to be functional. It’s supposed to make correct decisions. It is supposed to be neutral.
Things that are “efficient” are in favor of budget over correctness; over accuracy.
Would you prefer a doctor who fixes your problem or sees you for 20 seconds just to be efficient?
Musk list $30 billion dollars running Twitter. You think he understands what he is doing?

Is it delivery of services? Time? Cost?
The Unaccountability Machine, a book I keep touting, notes that if you have one simple measure, you basically loose your mind trying to reach it.
It’s called metrics and the problem is money is not an accurate metric. Musk is paid billions and yet he isn’t an engineer. He isn’t a professional software engineer. He isn’t a hardware engineer. He doesn’t know shit about aerospace engineering.
Tesla made a lot of money. They also have a LONG HISTORY of fucking buyers over. Sure, that’s a metric. And Musk wants to bring that to US government?
What’s next? Fire employees because you don’t understand why they’re important?
