Yes. This. Someone's making money off exploiting the poor.
The parents are fodder for the for-profit prison system that is always searching for new bodies to sustain its profits.
The children will go to a family that can control what they're taught. As a bonus, depending on the quality of the foster care, they could also be set up to feed the school to prison pipeline.
