A quarter of Joint Chiefs of Staff positions are vacant as Army Chief retires without replacement

I'm still not understanding how one official can hold all of this up.
@KyleL it's not just him, Schumer is partially liable for the hold up too as he has the ability to bypass holds. He's just hoping Tommy drops it before they have to do the long / not lazy method.
Still seems somewhat insane.
