For me, it is more being blamed by the people really at fault. But pointing it out would be insubordination (effectively quitting.)

They are enforceable with a few exceptions where I am.

@S_r_stone Note: In the US at least, non-compete agreements are typically unlawful or unenforceable, except in a couple of states. But most people don't know that, and are intimidated by them.
