What I understand is that the (NOTAM) system is run on one of a few ancient mainframe computers, using tape drives, and mostly programmed In Fortran.

Unconfirmed. But that about right.
Remember the FBI still uses paper, for all ballistics testing. As there is a law prohibiting them from computerizing gun records.

@corlin @Oma_Trisha Interesting! A security issue I’m guessing? I’ve always been of the belief that pretty much anything can be hacked. It’s why I’ve avoided crypto, at least so far.

My guess, someone made a mistake. No out side hacking.
