Then that's quite a bold thing of him to say. He's almost implying that Rostov is like a mini STRATCOM.

There are strategic weapons depots in the Southern Military district (SMD).

SMD does not control them.

They belong to the Strategic Rocket Forces or the Air Force and are outside of the Russian army chain of command.
