if i recall correctly from my decades of jousting with schools, curriculum is exclusively down to approval by the state's school board (in compliance with any Federal standards applicable in order to receive Federal funding.)
If it isn't directly from/implemented by the state school board, it isn't effective, as far as i know? (State legislatures notwithstanding...)
