Anyway, all China can do to Buddhism is to turn Chinese Buddhist sites into theme parks and tourist attractions, and they've already done that.

I'm sorry, you're completely mistaken about that.
There are complete collections of the entire Tibetan Buddhist Canon (and the Chinese Canon, and the Theravada Tripitika, and the Japanese Canon, and more) at several US universities, not to mention similar collections in other countries, and yes, they include the texts in that project.
