I'm no expert, but no one's gun was ever going to reach the altitude that balloon was flying at.

Google-fu:

Height of Chinese spy balloon: ~60,000 feet.
Height a high-powered rifle can reach: ~9,000 feet.

I imagine that bullet loses "stopping power" long before it gets that high.
