Given how difficult it is to remove, I have to assume the cover to my bathroom exhaust fan is actually sealing away a demon and/or portal to hell.

5 years of home renovations has taught me this - if it won't cooperate, take a hammer to it and replace it. You'll feel better, and the other fans will fear you and behave better.

Oof yeah, tenant agreements can get weird. We rented for a long time. I usually DIY'd just because I'm not peoply enough to want anyone in my home. πŸ˜‚
