Did you install the software first?
Before plugging it into the PC?
Also do you have PNP (PlugNPlay) enabled on USB? it should be by default. As in when you plug a device in it will auto detect it.
Have you tried holding the power button for a few seconds and see if that does a reset? Ill look to see how to reset if possible.

Yes, installed before plugging into PC. THat was in the directions. Need to look into the PNP. Went into the add device part of my computer, but it couldn't find the scanner. I got absolutely no response from the power button. Actually, it has no on/off. It automatically (allegedly) turns on and off when plugged into computer. But there is a button that alerts it (maybe wakes it up?) before pressing desired function button. And it was dead.
@BlueStateBabe @MrGoat sounds like the USB port doesn't have enough power. I would get a powered USB hub (cheap), plug the scanner into it rather than the PC. Also for extra optional bonus points update the USB driver
