Since they were on a blue army vs orange army training, there would be 40,000 pairs of white gloves total - the forces need to be identically equipped. Everyone in the simulated war game would have white gloves. It's nonsensical.

Instead of combat, dude's doing fancy parades.

I'm reminded of General Kurt Von Hammerstein-Equord's "Stupid and Industrious" type of officer.
