I've seen a few posts today that kinda misunderstand the role of government agencies.
Agencies issue guidance on and enforce regulations under their specific missions - they don't make law. They operate under the authority of Congress (legislative) at the direction of the President (executive). If there is a conflict, the judiciary compares it to the legislation.
Write your representative and the Congressional committees that draft bills for the specific agency.
