Nope, Congress gave Boeing an exemption on the MAX retrofits until 2026. So the actual accountability lies with the House Transportation and Infrastructure Committee and the Senate Committee on Commerce, Science, and Transportation.

To be fair, it probably wouldn't have impacted the Alaska flight, since the door blank is a different issue.
And we really don't know if the issue would have shown up during the retrofits.
But yes, it's appalling.
This, BTW, is the money line in that article:
