They probably felt that since it was the Thirteenth Amendment it was unlucky.

It's actually missing everything following the Bill of Rights, so it is missing women's suffrage, prohibition and the repeal of prohibition, and the one he was probably really looking for a way to leave out, the 25th amendment (for removing a president unfit to serve due to health reasons).
