This outfit from the late 1800s was women's sportswear. It would have likely been worn for croquet or tennis. It could have been worn to the seaside or yachting, as well.
The fabric is a cream and navy cotton. The pleats on the back and around the neck would allow some movement.

This was probably considered somewhat radical at the time, though. Might have even earned the wearer a social snub
