@Groovyeli Russia and China (and some others) do this quite a bit when tensions are up, but this one is particularly bad. They usually stay pretty solidly in the 'safe' category, even if they're clear about taunting intentions.

I know a bunch of old Navy guys. Mostly subs, and they are shocked by this story. For a big boomer 45 feet is “right on top of”… For a surface Destroyer it must be worse.
@corlin It is, insanely close. Even during unreps, my guess is it was about 100'. Even then, the other ship looked like it was towering over us. Routine was to keep fire brigade on the deck during the whole thing.
