He, if anything should be referred to as “ex-president”. The use of “former” is for people who served in their positions with integrity, honor and respect of their oath and role. Much like our military personnel who served this country as such. Example: Former Marine, Former Army Sergeant, Former Navy Seal and so on. You’d never call respected military service members “ex-“, always former.
