Top Secret / Sensitive Compartmented Information
My understanding is that you have to have specific clearance for that particular compartmented info - TS isn't enough, not is SCI for other compartments.

Correct.
Merely (say) passing an SF-85 or SF-86p is NOT enough to grant adequate clearance (though the latter, where one is qualifying for a Public Trust position) is reasonably invasive. I've seen even those held up endlessly over the smallest of matters.
TS/SCI+ (Full Lifestyle Poly) is about the highest I am familiar with offhand.
