Trump began making claims and allegations of the election being "stolen" all the way back in JUNE of 2020--during his campaign. Trump Jr was already making campaign please for every man/woman to "ENLIST in Trump's election security ARMY" well before voting began.
*Everyone* in the WH and Cabinet had foreknowledge.
