It seems has finally started rolling out RCS support. I'm on but one of my text threads to one of my iPhone using friends now is labeled "RCS Chat". No other iPhone users I chat with have this designation so far though.

so, it seems for this feature to work in older iPhones they need to 'turn it on' in their settings.

In new Android 14 this feature is enabled.
