More or less exactly how it happened. I forget which Pope but they were from a country with a flagging fishing industry. To help support it he made up the fish on Friday thing.

I can't remember which pope it was, but one of them designated (among other things) seabirds and aquatic mammals as "fish" meaning that it's actively encouraged to eat beaver* on Fridays.
*pun VERY intended
