@hallmarc No, it would not be appropriate or accommodating to have responded in Welsh if JeniRizio does not understand that language. It would be better to communicate in a language both parties understand.

@hallmarc As a public servant, I chose to respond in a language both parties understand as the most reasonable way to ensure effective communication. This ensures JeniRizio understands the response and allows for the conversation to continue.
